IMMIGRATION TO CANADA
From 2019 through 2021, Canada will welcome more than one million new immigrants through its many immigration programs. There are many possible pathways for securing Canadian permanent residence, but the Can-Am Immigration Team is committed to keeping things simple.
WHAT IS EXPRESS ENTRY?
In January 2015, the federal government introduced the Express Entry system for managing Canadian permanent resident applications submitted through economic programs.
Express Entry is a system to organize and process applications for people who wish to immigrate to Canada and acquire Canadian permanent residence.
Express Entry is used to process the majority of Canadian immigration applications for skilled and qualified workers who want to come to Canada.
Express Entry is an application management system for three major Canadian economic immigration programs:
- Federal Skilled Worker (FSW)
- Federal Skilled Trades (FST)
- Canadian Experience Class (CEC)
If you are eligible to apply to any of these programs, you can submit an Expression of Interest (EOI), often referred to as a profile, to the Express Entry system. Once your profile is submitted, you are automatically assigned a Comprehensive Ranking System (CRS) score.
Approximately every two weeks, the Canadian government conducts a draw where they issue invitations to apply (ITAs) for Canadian permanent residence to the highest-ranking profiles in the pool of Express Entry candidates.
Upon receiving an ITA, candidates can then submit a complete application for Canadian permanent residence, which will be processed within four to six months.
The Three Programs managed by Express Entry are merit-based programs. This means that candidates are ranked against one another using the Comprehensive Ranking System (CRS). This system is based on the information provided in candidates’ profiles, such as age, level of education, amount of work experience, language proficiency, and ability to adapt to Canada. Those candidates with the highest ranking scores are invited to apply for permanent residence at the federal level to Immigration, Refugees and Citizenship Canada (IRCC).
WHAT IS THE COMPREHENSIVE RANKING SYSTEM (CRS) ?
In 2015, Canada introduced the new Express Entry system for processing applications to most federal economic immigration programs. All three programs under the Express Entry system are highly competitive. Immigration candidates are ranked against one another and only the highest-ranking candidates are selected to become Canadian permanent residents.
In order to rank immigration candidates, the Canadian government developed a merit-based points system which assigns a score to each candidate in the Express Entry pool. This points system is called the Comprehensive Ranking System (CRS), and the score assigned to each candidate is called the CRS score.
Any person who submits a profile to the Express Entry pool of candidates is assigned a CRS score out of 1200 Points. Approximately every two weeks, the Canadian government conducts an Express Entry Draw, where they issue a round of Invitations to Apply (ITAs) for permanent residence to the highest-ranking candidates. Note that IRCC does not disclose information regarding the date of the draw, number of ITAs that will be issued, or minimum required CRS score in advance of the draw.

APPLYING THROUGH EXPRESS ENTRY
The Express Entry system uses a two-part application process:
Step One:
First, interested candidates must submit an Express Entry profile which acts as an Expression of Interest notifying the Canadian government that they are interested in becoming a Canadian permanent resident. Once a profile has been submitted, the candidate is assigned a CRS score which ranks them against the other candidates in the Express Entry pool. Express Entry profiles remain active for 12 months, and can be updated with new information when needed.
Approximately every two weeks, the Canadian government conducts an Express Entry Draw, issuing a round of Invitations to Apply (ITAs) to those candidates in the pool with the highest CRS scores. If a candidate receives an ITA, they move onto the second stage of the process. If a candidate does not receive an ITA within 12 months, they may submit a new profile, provided they are still eligible to do so.
Step Two:
Secondly, after receiving an ITA, applicants have 60 days to submit an electronic Application for Permanent Residence (eAPR). If this application is complete and validates all information provided in the Express Entry profile, then the applicant will be granted permanent resident status in Canada. Any accompanying family members, spouse and/or children, will also be granted Canadian permanent residence.
EXPRESS ENTRY DRAWS
Introduced in 2015, Canada’s Express Entry system organizes immigration applications for three federal immigration programs: Federal Skilled Worker (FSW), Federal Skilled Trades (FST), and Canadian Experience Class (CEC). To be considered for these programs, a candidate first submits an Express Entry profile to the pool of candidates. All Express Entry profiles are ranked against one another through the Comprehensive Ranking System (CRS) which assigns each candidate a CRS score out of 1200 Points.
Approximately every Two Weeks, the Canadian government conducts an Express Entry Draw. Each draw has a CRS cut-off score, which represents the CRS score of the lowest-ranking candidate to receive an Invitation to Apply (ITA) for permanent residence. Once a candidate receives an ITA, they are given 60 days to complete and submit an official electronic Application for Permanent Residence (eAPR).
INVITATION TO APPLY
Canada’s Express Entry system provides a two-step process for candidates interested in immigrating to Canada.
The First Step, a candidate prepares and submits their Express Entry profile to a pool of candidates. If the candidate has a competitive Comprehensive Ranking System (CRS) score, their profile will be selected in an Express Entry draw and they will receive an Invitation to Apply (ITA) for permanent residence in Canada. Receiving an ITA means that the candidate moves onto the second stage of the process.
The Second Step, after receiving an ITA, a candidate is given 60 days to prepare and submit an official application for permanent residence in Canada. This application is submitted electronically through the Immigration, Refugees and Citizenship Canada (IRCC) online web portal. Applicants will be asked to scan and submit electronic copies of all documents. For this reason, this is officially called the Electronic Application for Permanent Residence in Canada (eAPR).
IRCC states that 80% of eAPRs are processed within 6 MONTHS or Earlier from the date of submission. If an application is approved, then the applicant and all accompanying family members will be issued travel visas allowing them to travel to a Canadian Port of Entry (POE) to obtain their official permanent resident documents.
